Old cloth. I'm not sure if it's an old cotton-padded cape or a small mantle, but it seems to be something to wear over the shoulders. It appears to have been work clothes, made by patching together various fabrics. Arrow feathers. Perhaps suitable for theatrical costumes, etc.
