This is a leather punch from SUNDRY. It can easily make holes of 2.0, 2.5, 3.0, 3.5, 4.0, and 4.5mm. I bought it several years ago and only used it once to punch a hole in a belt. It has been stored in the condition shown in the photos since then. I believe the dial turns smoothly. The handle is large, making it easy for women to grip and apply force.
