This is likely a silver-plated carriage-shaped condiment set, probably made as a novelty item. The exterior is in good condition, but the interior of the carriage, where the cut glass would have been, shows age-related blackening and discoloration. Please refer to the fourth photo. It's difficult to determine the age of silver plate, but I'm basing my assessment on the description from the British antique shop where I purchased it, as well as descriptions of similar items found online.
