It appears to be a prize from a "Weekly Shonen Jump" 2000-item giveaway. Comes with the box and instructions. It seems to be the same as the retail version, except for the congratulatory letter from Editor-in-Chief Kazuhiko Torishima (Mashirito), which is shown in the second photo. I replaced the batteries and confirmed it works. The previous owner's save data (all characters at LV99) remains. This is an auction starting at 300 yen (the minimum bid).
