This is a novelty item from HYSTERIC GLAMOUR. It's quite old and unused, but an eraser has stuck to the ruler, causing discoloration of the eraser and marks on the ruler where it was attached. Please check the images. Also, the tip of the zipper is missing. It can be opened and closed, but there's no place to hold it, so I think it would be fine if you attached a commercially available one. Due to the long storage period, there is a mold-like smell, so I think it would be best to wipe it with hot water or something similar.
