I found this Hello Kitty strap with a yellow ribbon while cleaning out my parents' house. I think it's rare because it has a yellow ribbon. She's wearing a red hood-like outfit and the character 勝 (katsu), which means "victory," is written on it, so I think it's from a series for passing exams or bringing good luck. I've looked into it, but I can't find any information, so I don't know if it's a regional item or what series it's from, but I do think it's rare. It looks clean with no visible dirt or scratches, but it's over 20 years old (see image 5, made in 2002), so please refrain from purchasing if you are concerned.
