This is a Hello Kitty keychain. It's a local Hello Kitty, Osaka version. Since it's from over 15 years ago, it's likely no longer available. Back then, when you turned on the switch on the soles of the feet, it would light up in various colors, but it doesn't light up anymore. The Hello Kitty figure itself is a bit dull, with some peeling and stains. The keychain part is also dull.
