I tested the item before listing it, but it didn't work. I opened the back cover and applied lubricant, and it started working. It seems the moving parts had stiffened up from being stored for many years. The back cover is attached with removable double-sided tape, so if the same issue occurs, please apply lubricant to the base of the governor.
