This is a navy blue crew neck blouse, like a beautiful indigo color. There's elastic around the neck. It's a blouse that you can wear loosely. I have another one in a different color, and while I didn't wear this one much, I've kept it for about 5 or 6 years, washing it every time I changed my seasonal clothes.
