According to the shop owner, it's from the late 40s to early 50s. It has a substantial weight and appears to be metal at first glance, but it's actually bakelite resin with a plated finish. I quit smoking over 20 years ago, so I've been using it as a small item holder. It's a rare item that you don't often see in auctions, but I saw a similar item at an antique shop in Tokyo about 25 years ago with an extremely high price tag.
