I thought it might be an ironing board for Japanese tailoring, but it could be a "hera-dai" (spatula board?). It seems to be used unfolded. There's a diagram of kimono cutting dimensions drawn on it. There's metal hardware on the corners, but the red flower part of the main body is made of paper.
