This is a pamphlet titled "Kanagawa Eastern Area Line Planned Route Map" from the planning stages of the Sotetsu-JR Direct Line and the Sotetsu-Tokyu Direct Line (Shin-Yokohama Line). I couldn't confirm that it's currently available, so I believe it's a rare item. It's old, so there are minor scuffs, but the price reflects this.
