This is a Tanegashima traditional craft, the Tanegami (seed scissors). It has the "Nami" (浪) stamp of Ikenami Cutlery Works. The box is slightly crushed. Also, the tape on the inner bag came off when it was opened. Regarding the condition, there are scuff marks on the outer part of the blades, which are believed to have been made during the manufacturing process. There appears to be no rust. There are also some black smudges, possibly from the manufacturing process. It is likely unused, but this is not certain. Please check the images.
