This is a denim beret for children from Limite doudou (リミテドゥドゥ) in Korea. The charm point is the pop and colorful embroidery. It's not new, but I think it's in pretty good condition. The back of the head has elastic and stretches slightly. There is French embroidery on the left (right side) that says BEAUCOP (ボクー). (I don't know the meaning.
